How to restart my herb garden after overwintering in the garage?

I read a book from the library about my herb container garden and what to do in the winter. As I only have one south facing tiny window I decided not to try to continue to use the herbs in the winter. The book had stated to cut back my perennial herbs and store the pots in the garage. I live in Toledo, Ohio so outside was not a good idea. My garage is dark and averages just above freezing. I stored them next to an interior wall on a metal shelving unit. I did not water. What is my next step to bring them back for spring outside? Do I need to replant in larger containers? Each one is in a 6-8 inch pot right now and not sure what to do next for the second season.
