I need help organizing my closet?

ok i have a HUGE closet. it used to be a storage room but the person who lived here before us made it a closet. it is honestly the size of a small room. there's really bad shelving in there and it's very confusing so we're making all new shelves. what i don't know though is how to make that without it getting to expensive. also i really don't have enough clothes to fit in it if there is too much storage. it's really just enormous and i don't know how to organize it. i was thinking about putting chairs or something inside??? i don't know, but i need help. also what about painting? i'm so confused.
