How to edit a video in Photoshop through Adobe Premiere?

I saw a tutorial on how to edit through photoshop in adobe premiere, but it was only for an image file. Does this work for video? The "edit in photoshop" link is not click-able when I try to edit my video through photoshop. I would like to use some selective coloring as well as add some gradients, since I find it easier/less confusing to do so in photoshop than in premiere.
