I think your best bet with your budget is to start shopping CraigsList and yard sales. Keep enough money to buy some sandpaper and paints and stains. You can barely buy the materials for new custom shelves, if you are going to do it right. Write down the measurements of the spaces you need to fill, so you won't have any surprises like the piece you just bought doesn't fit.
